If you are an owner or operator of a vehicle fleet registered in New York State and you are considering converting your fleet to plug-in electric vehicles, you are eligible to apply through this website for assistance from your utility service provider to help prepare your fleet for electric vehicle charging.

Medium and Heavy-Duty Fleet Make-Ready Pilot Program
The Medium and Heavy-Duty Pilot Program is designed to reduce diesel emissions by encouraging the transition of medium- and heavy-duty vehicle (MHDV) fleets to electric vehicles (EVs). The MHD Pilot Program offers incentives to mitigate the cost of developing EV charging capacity for qualifying MHD fleet vehicles. The incentives cover up to 90% of the utility-side make-ready costs and in some cases up to 90% of the customer-side make-ready costs for eligible customers and investments in Disadvantaged Communities (DACs).
Eligibility:
Applications for the MHD Pilot Program will be evaluated on three key criteria—public accessibility, shared hubs, and serving Disadvantaged Communities. A site must be publicly accessible to be eligible to participate in the MHD Pilot Program. O&R will have full discretion in accepting applications and deciding final incentives based on the specific characteristics of the project.
- Public Accessibility: Publicly accessible charging stations for MHDVs are eligible for incentives covering both customer-side and utility-side costs. Publicly accessible stations do not need to be in a disadvantaged community to be eligible for the MHD Pilot Program.

Eligible Infrastructure and Equipment
Utility-side make-ready infrastructure
Utility- electric infrastructure needed to connect and serve the load associated with the EV charger(s) that would have otherwise been paid by the participant as Excess Distribution Facilities ("EDF"), contributions in aid of construction ("CIAC") and/or accommodation charges. This may include the equipment and installation of step-down transformers, overhead service lines, utility meters, and other traditional distribution infrastructure owned and operated by the utility.
Customer-side make-ready infrastructure
Customer equipment or infrastructure necessary to make a site ready to connect an EV charger to the electric grid. This electric infrastructure may include conductors, trenching, and panels needed for the EV charging station, as well as advanced technologies including energy storage and load management software and hardware solutions used for the EV charging stations. Customer-side make-ready infrastructure also includes soft costs such as project management and site scoping and design. Customer-side make-ready infrastructure is developed, owned, and maintained by the charging station developer, equipment owner, or site host.

State & Federal Incentives
Medium- and heavy-duty EV charging infrastructure program savings can be stacked with these New York incentives:
