About
We’re offering incentives for installing energy efficient equipment and technology, to help you reduce overall energy use and maintenance costs, increase operating efficiencies, and improve tenant comfort. Efficient buildings release fewer carbon emissions, significantly contributing to New York State’s ambitious climate goals.
Determine your program pathway
To apply for the program, first determine if your project falls under: Comprehensive Pathway or Non-Comprehensive Pathway.
Comprehensive Pathway
The Comprehensive Pathway is for more intensive retrofit projects across multiple building systems such as heating and cooling, insulation and lighting. Incentives are applied based on a point system. A minimum of 100 points will need to be achieved to fall into the comprehensive category.
- Allows for more dramatically improved energy efficiency.
- It is ideal for large projects or whole building retrofits.
- Offers higher incentives and a mid-project incentive payment.
Incentives are provided on a dollar-per-dwelling-unit basis with two tiers of incentives based on the project’s total points.

Featuring both greater incentives and dramatically improved energy efficiency, the Comprehensive Pathway is for more-intensive whole building retrofit projects. A point designation, which ranges from 5 to 40, has been assigned to each in the table below.

Non-Comprehensive Pathway
The Non-Comprehensive Pathway is available for completing smaller projects that do not reach 100 points.
- Ideal for smaller upgrades of a measure.
- Incentives are determined by equipment installed and/or energy savings.
- There is no minimum points threshold per project.

Energy Audits
Additional technical assistance is available through NYSERDA’s FlexTech program which can provide help in the form of an energy audit (also known as an energy assessment). Audits are conducted by NYSERDA-approved Energy Providers to identify energy efficiency opportunities to determine an initial scope of work. We cover 75% of the cost when the audit is completed.
How to Participate
Participation is limited to affordable multifamily buildings with five or more residential units. Affordable multifamily housing is defined as buildings that have regulatory agreements with a housing agency or in which at least 25% of the units are, or are expected to be, occupied by households earning not more than 80% of Area Median Income or State Median Income, whichever is greater.
Property owners or managers of affordable multifamily buildings must provide supporting documentation, such as regulatory agreements or mortgages from housing agencies. View accepted documentation.
How to apply
- Submit an interest form to be contacted by our authorized contractor, Willdan Energy Solutions (RISE). Willdan (RISE) will provide you with information about incentives you qualify for and how you can apply for them. Customers can move to Step 2 if you already know your project pathway and eligible incentives.
- Review and choose from the list of participating contractors who are eligible to install your upgrades.*
- Complete the Affordable Multifamily Energy Efficiency Program Application (PDF) and include any required paperwork.

NOTE: Once approved and the scope of work is determined, Willdan will guide you through the rest of the process.

NYSERDA Multifamily Building Solutions Provider* If your building has recently gone through an energy audit, they may be exempt from this requirement. Examples of eligible audits include ASHRAE Level I, ASHRAE Level II, or an Integrated Physical Needs Assessment (IPNA).
