Transmission Line 705 Project

In order to provide more reliable electric service to our customers in southern Rockland County, O&R is proposing to install a new transmission line in the Town of Clarkstown.

About the Project

The Transmission Line 705 (TL705) project is the proposed construction of a new 138 kilovolt (kV) underground transmission cable that spans approximately 5.5 miles between two area substations in the Town of Clarkstown, Rockland County, New York. Construction is due to begin on or about September 24, 2024.

The proposed route goes from west to east from the Burns Substation access road, beneath N. Pascack Rd, onto Smith Rd, then south on N. Middletown Rd, east onto Rt. 59, north on College Ave, east on West Nyack Rd, then onto Western Highway North, turning east and running beneath the CSX railroad tracks and onto the West Nyack Substation property.

This project will provide additional electric power to the southern Rockland County area, making the system more robust and safe, and improving service reliability.

Permitting and Approvals

To construct the Project, O&R will need all the necessary permits/approvals:

Federal Permits:

U.S. Army Corps of Engineers
Notification to New York State Thruway Authority

State Permits/Approvals:

New York State Public Service Commission under Article VII of the Public Service Law, the Certificate of Environmental Compatibility and Public Need.
Environmental Management & Construction Plan (EM&CP)
New York State Department of Transportation – Utility Work Permit

Municipality Permits:

Local approval from the Rail Road Crossing
Consultation with Town of Clarkstown and the municipalities along the route

Install transmission manholes along N Middletown Rd.
Install distribution & transmission duct banks along N Pascack Rd. & NMiddletown Rd. interconnecting transmission manholes
Excavate and install fiber handholds
Restoration along N Middletown Rd. and W Nyack Rd.

Week beginning - Monday, October 13, 2025:

Install distribution pull boxes along N Pascack Rd.
Install distribution & transmission duct banks along N Pascack Rd. to Smith Rd. interconnecting manholes
Restoration along N Pascack Rd. to Smith Rd.

Week beginning - Monday, October 20, 2025:

Install distribution & transmission duct banks along W Nyack Rd. and from N Pascack Rd. towards Rt 59 interconnecting manholes
Begin Rt 304 crossing work

Week beginning - Monday, October 27, 2025:

Complete installation along N Pascack Rd., and Rt 304 crossing along W Nyack Rd.
Complete restoration of disturbed areas and make construction areas safe for Halloween
