Transmission Line 705 Project
About the Project
The Transmission Line 705 (TL705) project is the proposed construction of a new 138 kilovolt (kV) underground transmission cable that spans approximately 5.5 miles between two area substations in the Town of Clarkstown, Rockland County, New York. Construction is due to begin on or about September 24, 2024.
The proposed route goes from west to east from the Burns Substation access road, beneath N. Pascack Rd, onto Smith Rd, then south on N. Middletown Rd, east onto Rt. 59, north on College Ave, east on West Nyack Rd, then onto Western Highway North, turning east and running beneath the CSX railroad tracks and onto the West Nyack Substation property.
This project will provide additional electric power to the southern Rockland County area, making the system more robust and safe, and improving service reliability.
Permitting and Approvals
To construct the Project, O&R will need all the necessary permits/approvals:
Federal Permits:
- U.S. Army Corps of Engineers
- Notification to New York State Thruway Authority
State Permits/Approvals:
- New York State Public Service Commission under Article VII of the Public Service Law, the Certificate of Environmental Compatibility and Public Need.
- Environmental Management & Construction Plan (EM&CP)
- New York State Department of Transportation – Utility Work Permit
Municipality Permits:
- Local approval from the Rail Road Crossing
- Consultation with Town of Clarkstown and the municipalities along the route

- Continue transmission & distribution ductbank installation along W. Nyack Rd, heading past Demarest Ave. Interconnection on more manhole sections.
- Hammer concrete road underneath asphalt pavement on West Nyack Road heading from Transmission Manhole # 13 (TMH#!3) heading east towards Transmission
- Manhole #14) (TMH#13) - extra road deck for ductbank installation along Rt. 304 crossing W. Nyack Rd.
- W. Nyack Rd- Video inspections and proofing conduit sections continues.
- Taihan Electric finish splicing for phase I.
- Full site restoration and cleanup by Thursday mid-day in anticipation of Independence Day weekend.
- NO WORK FRIDAY OR SATURDAY
July 6th through July 11th, 2026:
- Saw cutting NYS Route 304 and perform crossing of State Road
- Installing duct bank from Transmission Manhole #12 (TMH#12) heading East towards Transmission Manhole #13 (TMH#13) and continuing east towards final tie-ins.
- Pre-con field meeting for Rt. 304 crossing
June 13th through July 18th, 2026:
- Excavate pits and setup equipment involved with CSX bore.
- Complete Rt. 304 road crossing and restoration, site cleanup if necessary
- Ductbank installation along W. Nyack Rd.
- Begin interconnect at Nauraushaun Brook, Rt. 590 N. Middeltown.
- Begin Bore at CSX Railroad (dependent on NYSDOT)
July 20nd through July 25th, 2026:
- Complete interconnect at Nauraushaun Brook, Rt. 590 N. Middeltown.
- Complete ductbank installation along W. Nyack Rd.
- Continue Bore at CSX Railroad (dependent on NYSDOT)
- New River/Taihan electric resume and begin at TMH6 along Smith Rd., for install.
July 27th through August 1st, 2026:
- Restoration at Nauraushaun Brook, Rt. 590 N. Middeltown.
- Continue Bore at CSX Railroad (dependent on NYSDOT)
- New River/Taihan electric continue cable installation at TMH10-12 N. Middltown to W. Nyack Rd.
