Transmission Line 705 Project
About the Project
The Transmission Line 705 (TL705) project is the proposed construction of a new 138 kilovolt (kV) underground transmission cable that spans approximately 5.5 miles between two area substations in the Town of Clarkstown, Rockland County, New York. Construction is due to begin on or about September 24, 2024.
The proposed route goes from west to east from the Burns Substation access road, beneath N. Pascack Rd, onto Smith Rd, then south on N. Middletown Rd, east onto Rt. 59, north on College Ave, east on West Nyack Rd, then onto Western Highway North, turning east and running beneath the CSX railroad tracks and onto the West Nyack Substation property.
This project will provide additional electric power to the southern Rockland County area, making the system more robust and safe, and improving service reliability.
Permitting and Approvals
To construct the Project, O&R will need all the necessary permits/approvals:
Federal Permits:
- U.S. Army Corps of Engineers
- Notification to New York State Thruway Authority
State Permits/Approvals:
- New York State Public Service Commission under Article VII of the Public Service Law, the Certificate of Environmental Compatibility and Public Need.
- Environmental Management & Construction Plan (EM&CP)
- New York State Department of Transportation – Utility Work Permit
Municipality Permits:
- Local approval from the Rail Road Crossing
- Consultation with Town of Clarkstown and the municipalities along the route

April 1, 2026, through April 30, 2026:
March 30, 2026 through April 5th, 2026:
- Shorten Holiday Week- No work anticipated for Friday or Saturday.
- Prioritize work around W. Nyack Elementary school, while they are on Spring Break.
- Resume ductbank installation along W. Nyack Rd.
April 6th through April 12th, 2026:
- Continue ductbank installation along W. Nyack Rd, crossing under PIP overpass.
- More interconnections into transmission manholes and Saturday work tru-taping conduits in anticipation for UG cable installation.
- Complete Duct banks from dead end portion of West Nyack Road heading east towards NYS Route 304.
- Test pits at Route 59 east right-of-way off Western Highway to find limits of bridge abutment footings to site bore pit.
April 6th through April 12th, 2026:
- Taihan Electric/New River Electric to begin Transmission Cable installation.
- Continue ductbank installation along W. Nyack Rd heading towards Strawtown road.
- Field meeting/mobilization for Bore-subcontractor.
- Saturday work to tru-tape and also install transmission cable.
April 20th through April 26th, 2026:
- Continue ductbank installation and restoration along W. Nyack Rd.
- Mobilize subcontractor for CSX bore onto W. Nyack substation property.
- Smith Rd. culver crossing field meeting for final interconnection along Smith.
April 27th through May 2nd, 2026:
- Continue ductbank installation and restoration along W. Nyack Rd near Western Highway and tru-tape all remaining completed conduit sections.
- Rt. 59 field planning meeting to discuss crossing
- Begin CSX Bore.
