
Woodbury to Highland Falls Transmission Line Project

About the Project
O&R plans to improve system reliability in Orange County, NY by constructing two single circuit 69kV transmission lines stretching approximately 13 miles between Woodbury, NY, Highland Falls, NY and the United States Army Garrison at West Point.
These transmission lines will originate from the Harriman Substation – utilizing existing underground electric feeder circuits to travel to the Woodbury Transition Yard. Once at Woodbury, the lines will transition above ground where they extend, as overhead transmission, to the USAG – West Point substations.
The two new 69kV transmission lines will be constructed near or within the existing right of way and will involve:
- Modifications at Harriman and Delafield (West Point 2) substations to increase the voltage from 34.5kV to 69kV.
- Upgrades to the the transmission corridor at the Dean Substation.
- The construction of a new substation on the USAG – West Point grounds in the immediate vicinity of the existing West Point 1 substation.
- The retirement of the O&R Highland Falls substation with distribution to Highland Falls connected to the new substation at USAG – West Point.
