Woodbury to Highland Falls Transmission Line Project

About the Project

The Woodbury to Highland Falls and United States Army Garrison West Point (USAG West Point) Transmission Line Upgrade Project is located in Orange County, NY between the Villages of Highland Falls and Woodbury. It consists of building a new double-circuit transmission line for approximately 12 miles. The transmission line will be constructed to 138kV standards, but initially operated at 69kV and will originate in Woodbury Transition Yard and extend to the vicinity of O&R’s existing Highland Falls Substation, as well as the USAG - West Point’s West Point 1 and West Point 2 Substations.

The existing 34.5kV transmission loop is nearing capacity. This project will address capacity issues as well as improve system reliability.

The new double circuit line will be constructed near or along the existing right of way. It will involve:

  • Upgrades along the transmission corridor to the O&R Dean Substation
  • The retirement of the O&R Highland Falls Substation
  • The construction of a new substation on USAG-West Point in the immediate vicinity of the existing West Point 1 Substation.

See the Project Map for more details on the proposed route.
