Orange and Rockland Utilities Seeks Information About Micromobility Projects

Orange and Rockland Utilities, Inc. (O&R) today issued a Request for Information (RFI), seeking information from qualified entities for the design, installation, and operation of micromobility charging and storage stations located outdoors.

Micromobility refers to transportation over short distances provided by lightweight, usually single response vehicles such as bicycles and scooters.

O&R is seeking solutions that provide a secure means of storing and charging micromobility vehicles with the ability to:

  • Accommodate e-bikes and e-scooters, and associated chargers, of any manufacture origin.
  • Adhere to fire safety regulations.
  • Provide a user-friendly interface that allows users to access the charging and storage service.
  • Apply a financially self-sustaining operating model.

O&R’s Department Manager of Electric Vehicle Operations (EVO) Andrew Farrell said, “In addition to the health benefits from active living such transportation options can offer, Orange and Rockland Utilities believes that micromobility transportation – such as bicycles, electric and electric assist bikes, scooters and potentially other emerging vehicles --- could provide a cost effective, attractive and efficient addition to the regional transit network.”

As such, O&R believes that micromobility projects would benefit customers in its New York service area, particularly at outdoor locations in such villages of Piermont, Nyack and Haverstraw.

In addition to the traditional population targets and geographic settings of micromobility programs, O&R wants to ensure that micromobility is available to customers with fewer resources. Equity is a priority, specifically including the ability to overcome the physical access, income and other barriers residents face when trying to access micromobility.

Any procurement, permitting, licensing, or other agreements related to micromobility in the Orange and Rockland service area will be the subject of a separate process, likely a Request for Proposals (RFP). Only prospective bidders who submit a response to the RFI will get access to the potential future Micromobility RFP.
