Value Stack (VDER) Compensation
When it comes to eligibility and compensation rates, the Value Stack, established by the New York State Public Service Commission (PSC), is the compensation model for Distributed Energy Resources (DERs), such as solar, wind, and energy storage. It rewards you not just for how much energy you produce but when and where you deliver it to the grid.
Rates and Definitions
Tariff for Net Metering and Value Stack Customer-Generators: Rider N, Leaf 179 (Page 227): Rules and rates for customers served under Service Classification Nos. 1, 2, 3, 9, 15, 19, 20, 21, and 22 with distributed generation who qualify for credits.
Tariff for all other customers to sell electricity: S.C. NO. 15, BUY-BACK SERVICE, Leaf 319 (Page 520): Rules if you sell power to O&R but do not qualify for private solar credits. This service is called “buy back” because O&R purchases your energy.
Tariff for all customers to support their own load: Standby Service and Standby Service Rates, Leaf 249 (Page 427): Standby Service is applicable to sales and delivery of electric power supply provided by O&R, or delivery of electric power supply provided by an Energy Service Company (ESCO) under O&R’s Retail Access Program or by NYPA under Riders B and/or O.
Wholesale Distribution Service Agreement (WDSA): O&R’s Wholesale Distribution Service (WDS) tariff applies to distributed energy resources interconnecting on the Company’s distribution system that intend to participate in the NYISO wholesale markets, either through FERC Order No. 2222 DER Aggregations, or via the traditional direct market participation model. The WDS tariff is applicable to circuits shown on the O&R Hosting Capacity map and may also apply to interconnections on O&R’s 69 kV and 138 kV lines.
