Pre-Application Verification and Evaluation (PAVE)

Submitting a pre-application verification and evaluation request (PAVE) is the most streamlined approach towards getting your large-scale interconnection project off the ground.

PAVE (Pre-Application Verification and Evaluation) is an optional pre-application service for large-scale commercial customers that provides distribution system information about the project before you submit a formal interconnection application. Utilizing PAVE helps developers assess project feasibility early and make informed design decisions.
PAVE is intended for Level 2 or Level 3 interconnections or large-scale projects typically greater than 500 kW.

A standard PAVE request will provide you with a written technical report assessing available system data. The cost for a standard PAVE request is $300.

In addition to a standard PAVE request – customers can also request an enhanced PAVE. An enhanced PAVE includes the full standard report as well as a meeting with our engineering staff to discuss any further questions you may have regarding your project. The cost for an enhanced PAVE is $700.

To submit your PAVE request, please use our PowerClerk system and follow the steps below.

  1. Log in to PowerClerk
  2. Select “New Jersey Program”
  3. Select “PAVE Request”
  4. Complete and submit the form

Please include details about your:

  • Project location
  • System size (kW)
  • Technology type (e.g. solar/storage)
  • Point of interconnection
  • Basic electrical details

Reports may include available system data such as:

  • Circuit and feeder capacity
  • Hosting capacity indicators
  • Queued generation
  • Voltage/network type
  • Known constraints
  • Distance to substation
  • 3-phase availability

Once an application is submitted, an invoice will be issued within five business days. After the fees are paid, the PAVE report will be provided within 15 business days.

Participating in the PAVE process does not guarantee interconnection approval, does not reserve system capacity, and does not provide binding cost estimates. The information provided through PAVE is for informational purpose only.
