Special Protections During Cold or Hot Weather

When the forecast calls for extreme cold or heat, we will not disconnect residential customers’ service. Learn about your protections during a weather event. 1

Cold-Weather Protections

We will not disconnect residential New York customers on days when the local temperature, factoring in wind chill, is forecasted to be 32° F or lower.

Between November 1 and April 15, we will not disconnect service of customers enrolled in the CONCERN program – in which all members of the household are 62 or older, 18 or younger, or permanently disabled.

If you qualify for these protections, it’s important to let us know. Contact us or call 1-877-434-4100, weekdays, 8:00 a.m. to 7:00 p.m.

During this period, income-eligible customers whose heat and/or power had previously been disconnected can use a Home Energy Assistance Program (HEAP) payment to restore their service. Additionally, if an income-eligible customer requests a Payment Agreement, we’ll use their HEAP payment as the down payment.

Hot-Weather Protections

We will not disconnect service to residential customers* for nonpayment on days when the heat index is forecast to reach, or reaches, 90° F or higher. We will also pause disconnections for two additional days in areas designated as heat islands. **

To determine whether extreme heat conditions apply, we monitor daily heat index forecasts and actual temperatures from the following local weather stations: Otisville, Warwick, and Suffern.

We will use alternative sources for the relevant regions if the applicable station(s) is unavailable at the time we obtain the forecast.

1 Outside of weather events or other circumstances, residential service may be disconnected for nonpayment on Monday through Thursday, excluding the day of and day before NY State holidays.

*This includes residential end-users.


** Designated Heat Islands

 

These towns have been designated as heat islands within O&R’s service territory. Places designated as heat islands are updated annually on April 1.
