Applying for Private Generation Interconnection in New Jersey

Follow the guidelines below for the installation of distributed generation systems.

The interconnection applications for New Jersey are classified by the level of complexity and are based on the aggregate system rating. The aggregate system rating is the sum of the ratings of all electric power producing equipment:

Guidelines for Level 1


Level 1 — Inverter based installation with aggregate rating of 10 kW or less that meets the N.J.A.C. 14:8-5.3 certification requirement, and does not incorporate energy storage.

Prior to installation

Upload the following with your online application on Power Clerk:

  •  Part 1 — Interconnection Application/Agreement (PDF) (There is no application fee.)
  • Three-line electrical schematic
  • Copy of the manufacturer's data sheet and certification for the equipment
  • Site plan    
  • Copy of manufacturer’s verification test procedures
  • Copy of Certificate of UL1741 Compliance

Guidelines for Level 2 and Level 3


Level 2 — Installation with aggregate rating of 2 MW or less that meets the N.J.A.C. 14:8-5.3 certification requirement, and does not incorporate energy storage.

Level 3 — Non-certified equipment and/or does not qualify for Level 1 or 2 review. Systems that incorporate energy storage must follow the Level 3 review process.

Prior to installation

Submit the following with your application: 

  • A letter of authorization by customer (if the applicant is an agent for the customer)
  • Interconnection Agreement for Level 2 or Level 3 Projects (PDF)
  • Attachment A (PDF)
  • Attachment C (PDF)
  • Attachment D (PDF)
  • Energy Storage Supplemental Form (PDF) (if the system incorporates energy storage)
  • Three-line electrical schematic
  • Copy of the manufacturer's data sheet and certification for the equipment
  • Site plan
  • Application fee        
    • Level 2 application — $50 plus $1 per kW of the nameplate capacity rating
    • Level 3 application — $100 plus $2 per kW of the nameplate capacity rating    

Installations up to 2 MW

Next Steps


We'll review the application and design. We may require additional information, depending on the complexity of the design.

Once a complete application is received and approved for installation, Rockland Electric will coordinate the installation of the net meter.

Upon completion of installation

1.    Submit the following:

  • Level 1 — Part 2—Certificate of Completion (PDF)
    OR
  • Level 2 and 3 — Attachment B—Certificate of Completion (PDF)
  • Proof of electrical inspection
  • Contractor Certification (if Rockland Electric waives the witness test in writing)    

2.    We'll witness the verification test (if not waived).
3.    If the verification test passes, we'll return the executed application/agreement to the applicant. (The system should not be put in service, except for initial testing, until after the verification test.)
