The Low-Income Home Energy Assistance Program (HEAP) is a federally funded energy assistance program. It can help you stay warm in the winter, thereby reducing the risk of health and safety problems.

There are two types of HEAP grants: regular and emergency. Even if you have already received a regular HEAP grant toward your Orange & Rockland bill, you may still be eligible for an emergency HEAP grant to help you avoid a service termination. In addition, you may qualify for an Emergency HEAP grant even if you don't qualify for regular HEAP, but you must apply in person at your local Department of Social Services office.

The application and income guidelines to qualify for a HEAP or Emergency HEAP grant are available on the New York State Office of Temporary and Disability Assistance Web site. Or you can contact the Department of Social Services in your county:
