What is Orange & Rockland's Supplier Diversity Program?

O&R's Supplier Diversity Program seeks to help the development of minority- and women-owned business enterprises (MWBEs) so that they can, over time, be better able to compete with more established companies.

What qualifies as a women- or minority-owned business?

We consider a business to be minority- or women-owned if it is at least 51% owned by one or more minority or women groups.

Typical minority groups include: African-Americans, Asian/Pacific Americans, Polynesian-Americans, Hispanic-Americans, Native Americans, Eskimos or Aleuts, and Filipino-Americans.

Does O&R offer special arrangements to minority- or women-owned businesses?

O&R does not unduly favor specific vendors. However, so that MWBEs can compete with other established firms, O&R:

  • Identifies areas where there is little or no participation from MWBEs, and then encourages bids from MWBE vendors.
  • Encourages MWBEs to expand, when practical, so they are better able to bid on projects
  • Pays promptly to ensure uninterrupted cash flow for MWBEs.

If your business meets the criteria outlined above, please use our online application form to provide the information needed to determine if your business qualifies. If approved, your business will be placed on a resource list for O&R employees.
