Operations
Vice President Responsible for exercising general corporate oversight and control, and establishing and administering company policies for the safe, reliable and economic operation of the electric and gas transmission and distribution delivery systems.
Electric Operations
Director Plans, directs and controls the economical engineering, construction, maintenance and restoration of the electric distribution system to maximize its integrity and reliability while operating within resource budgets and human resources schedules. Directs the management of the Joint Use Facilities.
Associate Specialist Responsible for analyzing and coordinating Operations activities and processes including department budgets, asset management tracking, and major construction and maintenance programs, updating policy and procedures and providing general administrative support to the Operations organization.
Joint Use Facilities
Unit Manager Manages the operating practices and arrangements between the Company and the telephone companies, cable television companies, and others on a company-wide basis with respect to the joint use of poles and underground trenches installed by this Company or another utility. Also responsible for the management of the Joint Use Facilities department as well as access, security, database integrity and operation of the Pole Attachment Storage System.
Specialist Administers agreements, initiates joint use billings, and administers the operating practices and arrangements between the Company and the telephone companies, cable television companies, and others on a company-wide basis with respect to the joint use of poles and underground trenches installed by this Company or another utility.
Transmission & Distribution Maintenance
Section Manager Manages the administration, direction and coordination of contracted line clearance and construction projects for the Transmission and Distribution Maintenance and Electric Operations departments.
Manager Responsible for the administration, direction and coordination of contracted line clearance and construction projects for the Transmission and Distribution Maintenance and Electric Operations departments.
Operating General Supervisor Responsible for coordinating the efforts of the personnel within the communications center during the shift to which assigned. Monitors the distribution network and safely provides for maintenance and repair during emergenices and damage to distribution equipment.
Supervisor Responsible for developing and/or directing the activities of personnel which includes construction, maintenance, removal, tree trimming, repair and operation of certain aspects of the overhead and underground distribution and transmission system on a normal and/or emergency basis.
Chief Construction Inspector Supervises the work of contract tree crews to ensure compliance with line clearance practices.
Line Operations
Section Manager Responsible for directing the organization, supervision, training and development of supervisory and other employees engaged in the construction operation and maintenance of all distribution functions and facilities as well as related technical, electrical and recording functions.
Manager Responsible for developing and/or directing the activities of personnel within various departments of Electric Operations. These activities encompass the operation, maintenance and construction of the electric distribution facilities, including the development of training programs, the training of employees and the development of new or improved work practices or safety procedures.
Engineer Responsible for insuring that the Company's reliability goals for frequency and restoration are achieved by providing the necessary on-site technical support for overhead, underground and substation employees and supervisors.

These activities encompass the operation, maintenance and construction of the electric distribution facilities, including the development of training programs, the training of employees and the development of new or improved work practices or safety procedures.
Emergency Preparedness
Section Manager Responsible for the coordination and maintenance of comprehensive emergency plans for corporate response and recovery, the electrical system and the gas system. Responsible for optimizing the company's response to incidents and proactively updating the emergency plans to ensure appropriate response strategy is used in restoration and emergency incidents.
Senior Specialist Responsible for the coordination and maintenace of comprehensive emergency plans for corporate response and recovery, the electrical system and the gas system. Responsible for optimizing the company's response to incidents requiring the utilization of the emergency plans and proactively updating the plans to ensure a proper and appropriate response strategy is used and resources are allocated correctly to the restoration and emergency incidents.
Stray Voltage
Section Manager Responsible for the general administration of operational activities related to transmission and distribution maintenance and the direct responsibility for the stray voltage testing and visual inspection programs performed on electric transmission, substation and distribution facilities.
Operating Supervisor Responsible for developing and/or directing the activities of personnel within various departments of Electric Operations. These activities encompass the operation, maintenance and construction of the electric distribution facilities, including the development of training programs, the training of employees and the development of new or improved work practices or safety procedures.
Associate Specialist Responsible for promoting the company goals relative to regulatory compliance as it relates to the NYS Public Service Commission Electric Safety Standards, public safety, system security and reliability.
Gas Operations
Director Overall responsibility for all gas distribution, transmission, gas service, underground location and cathodic protection.
Analyst Responsible for analyzing and coordinating Operations activities and processes and providing general administrative support for the Gas Operations organization.
Section Manager Responsible for all gas distribution, transmission, and gas service activities within a geographic area.
Office Manager Responsible for supervising and directing the clerical staff for the Gas Construction and Gas Service sections of Eastern Gas Operations.
Compliance Specialist Ensure Gas Operations is in compliance with Federal, State and local codes as well as Company work procedures, specifications and environmental and safety procedures. Act as Gas Operations liaison with PSC staff and QA staff for operational audits. Develop meaningful recommendations and ensure that required follow-ups are managed appropriately and meet the stipulated time frame.
Gas Distribution
Operating General Supervisor Responsible for gas service activities. Directs the organization and supervision of supervisors and crews engaged in the installation, operation and maintenance of gas distribution equipment including the metering, regulation and piping on customers' premises.
Operating Supervisor Responsible for the direction, supervision and assignment of work to crews for all gas distribution activities.
Field Operations Planner Responsible for gas service activities. Directs the organization and supervision of supervisors and crews engaged in the installation, operation and maintenance of gas distribution equipment including the metering, regulation and piping on customers' premises.
Cathodic Protection
Specialist Locates and marks gas mains and services; performs field inspections of construction work by outside contractors; engages in design work on gas distribution and transmission systems; and conducts cathodic protection field surveys and troubleshooting.
Associate Engineer Prepares, designs, reviews and issues distribution construction, material and engineering standards and specifications. Investiages material failures and problems with standard installations.
Gas Technical Services
Director Responsible for the administration of the Gas Engineering and Contractor Administration Department. Responsible for overseeing the design, technical and economical evaluation and implementation of gas facilities and any alternatives, regarding gas transmission, distribution production, measurement, supervisory control and data acquisition. Directs the Contractor Administration group on all areas of constructional and installation of both gas and underground electric facilities.
Contractor Administration
Construction Manager Responsible for the administration and direction of the Contractor Administration Group; to coordinate, process and undertake construction projects in cooperation with engineering groups, contractors, and agencies.

Gas Engineering Projects
Section Manager Responsible for the administration and direction of an engineering section; to coordinate, process and undertake engineering and construction projects in cooperation with other engineering groups, companies or agencies.
Senior Engineer - O&R Performs engineering work requiring broad experience in the areas of distribution, transmission, production, regulation and system control.
Principal Engineer Performs engineering work requiring broad experience in the areas of distribution, transmission, production, regulation and system control.
Associate Engineer Peforms engineering work requiring broad experience in the areas of distribution, transmission, production, regulation and system control.
Gas System Operations
Section Manager Responsible for the management of the operation of the gas system. Develops and implements policy in the areas of cost control, employee relations, training and safety.
Senior Gas System Operator Operates the system in a safe, reliable, economic and efficient manner. Monitors and controls the purchase of natural gas within the limitations of pipeline tariffs and supplier's contracts and operates the system in a manner necessary to insure the continuity of service to customers at all times.
Senior Gas System Operator Directs and assists the gas control staff in maintaining the integrity of the natural gas transmission and distribution system. Responsible for coordinating operations with respective delivery pipelines as well as coordinating and directing Company field crews.
Gas System Operator Monitors and controls the purchase of natural gas within the limitations of pipeline tariffs and supplier's contracts and operates the system in a manner necessary to insure the continuity of service to customers at all times.

Control Center Operations
Director Plans, organizes and maintains an effective Control Center Operations organization composed of qualified personnel, properly trained in their respective jobs to ensure reliability of the electric transmission and distribution systems. Coordinates and participates through department representatives in local, regional and national groups in matters dealing with system operations. Participates in Company planning in such matters as transmission and distribution requirement, and Energy Management System requirements. Directs all training activities of system operating personnel to ensure full competency and performance.

Manages and directs personnel responsible for O&R transmission and distribution switching activities/system security. Reviews control center operations to ensure adherence to System Operations orders and procedures. Coordinates load forecasting and electric sendout budget efforts for the Company. Conducts seasonal review of system reliability and performance, coordinates with other Company departments and neighboring utilities. Ensures completion of System Operations and Substation Summer Prep responsibilities. Supports internal training programs as required to ensure O&R and New York Independent System Operator criteria are met.

System Operations
Chief System Operator - O&R Supervises and directs System Operations personnel, including on-shift and support personnel. Reviews control center operations daily to ensure that scheduled switching is optimized without undue risk to the reliability of the transmission system. Oversees the performance of summer and winter operating studies. Prepares, as required, and performs annual review/update of all Operating Instructions and Running Orders. Coordinates joint operating studies as required. Administers and coordinates all ECC training programs. Critiques equipment performance and system events. Directs system integrity meetings and tracks problem resolution.
Manager Supervises and directs the daily activities of Support Services personnel. Takes lead role in directing all aspects of the Energy Management System (EMS) as it applies to System Operations, the Company and external entities. Oversees the design and maintenance of power engineering application software used in System Operations. Supervises field personnel in the checkout and repair of supervisory control and communication equipment. Periodically review the performance of Energy Management System applications and recommends economically justifiable enhancements to maintain and improve System Operations effectiveness. Plans and coordinates with other Company departments the development and sharing of data. Oversees all enhancements made to the Energy Management System from an operations perspective. Works with NYPP/ISO staff, EMS and third party software vendors to incorporate necessary hardware and software changes in both EMS and Internet applications
Systems Specialist Directs CIMS Technical project. Responsible for providing technical support and systems/security administration for UNIX Servers hardware and software. Supports client environment in Windows NT and IP networking. Recommends and monitors local area networks, intelligent workstation standards, Internet/Intranet, Help Desk activities and support client software distribution to desktop. Recommends, configures, installs and maintains local and wide area network equipment including routers and switches.
Principal Engineer Monitors and safely maintains the Energy Management System (EMS) in support of the bulk power and distribution system operators during normal and contingency operations, as required. Supervises and works with vendors to install and implement EMS and Energy Control Center (ECC) support software and hardware in compliance with company policies and industry practice. Develops and follows procedures for and tracks all technology work performed in the ECC.
Engineer Monitors and safely maintains the Energy Management System (EMS) in support of the bulk power and distribution system operators during normal and contingency operations, as required. Supervises and works with vendors to install and implement EMS and Energy Control Center (ECC) support software and hardware in compliance with company policies and industry practices. Develops and follows procedures for and tracks all technology work performed in the ECC.
Senior System Operator - O&R Responsible for real time operation of the O&R electric system. Maintains close communications with substation, engineering and distribution operations department supervision to ensure that appropriate work priorities are met in accordance with system reliability. Ensures that all transmission and distribution switching orders are prepared using personnel safety and switching crew efficiency as primary considerations. Directs the effective restoration of facilities following system disturbances using sound judgment, adhering to department policies and procedures. Maintain the necessary communications and liaison with appropriate employees of New York Independent System Operator and neighboring utilities. Performs and comprehends all duties of the System Operator so as to effectively supervise the shift operation. Participates in system integrity meetings, tracks problem resolution.
System Operator - O&R Approves or disapproves all transmission switching, decides when, where and how to connect/disconnect primary transmission equipment either by supervisory control or through field direction. Operates transmission network in such a manner so as to ensure proper voltage levels and line loading. Coordinates operation of substation distribution equipment and restoration of customers in cooperation with the Distribution Supervisors. Prepares reports as to electrical statistics, interruptions, regulatory data and other similar or related data.
Manager - Control Center Training Responsible for the coordination of all training activities for Control Center Operations personnel. Ensures that the training curriculums and qualification processes include the necessary elements and prepares those personnel to achieve compliance with all relevant criteria established by the company, ISO?RTO and regulatory agencies.
Program Manager Responsible for the development of the company's reliability standards compliance program as new standards emerge and will take the lead in responding to and preparing for any spot check, off-site or on-site reliabiity audits.
Substation Operations
Section Manager Directs and manages the operation, maintenance, construction, and training of personnel engaged in work in substation facilities.
Manager Oversees, controls and coordinates the activities of all Substation and Relay personnel to effect the safe, timely and efficient installation, maintenance, repair and inspections of all substation transmission and distribution equipment.
Supervisor Directs the activities of several crews, engaged in the construction, removal, repair and maintenance of the Company's gas and electric supervisory and telemetering equipment located in substations and relay protective equipment and also crews engaged in the construction, removal, operation, maintenance and repair of the Company's substations on a normal or emergency basis in various special assignments.
System Distribution
Section Manager Responsible for directing and coordinating the normal twenty-four (24) hour operations of the Communications Center and the Eastern Division Trouble Crews, as well as directing and coordinating the crisis management of the Electric and Gas distribution systems, in all divisions and states serviced by the Company, during times of system disturbances.
Operating General Supervisor Responsible for coordinating the efforts of the personnel within the Communications Center. Overall responsibilities include monitoring the distribution network and to provide for maintenance and repair during emergencies and damage to distribution equipment.
Operating Supervisor Under the general operating supervision of the Senior System Operator and Distribution Supervisor, on a rotating shift basis, the Associate Distribution Supervisor must develop proficiency in operating, maintaining, and restoring the distribution system.
Electrical Engineering
Director Provides senior technical authority and management oversight for the functions performed within the Electric Engineering department. Primary responsibility is to enforce technical standards for safe and sustained operations and maintenance of equipment, within design basis, and communicating these standards to all assigned personnel. Directs the Transmission and Substation Engineering Department that provides analysis, recommendations, guidance and support for the reliable and safe operation of the electric delivery system.
Transmission & Substation Engineering
Chief Engineer Plans, directs, controls and manages the Transmission and Substation Engineering Department that provides analysis, recommendations, guidance and support for the reliable and safe operation of the electric delivery system, as well as the development and maintenance of key systems that support the analytical and operational requirements of the Operations group, while operating within assigned capital, O&M and human resource budgets.
Transmission Design & Project Management
Section Manager Manages engineering work in the substation, transmission and civil engineering disciplines requiring considerable individual judgement. Involves the design and application of utiity grade facilities to the transmission and substation system for the Company. Supervises those engineers assigned in the group.
Principal Engineer Performs civil engineering work in the transmission, substation, and facilities engineering disciplines. The work involves the design and application of utility grade, transmission, substation, systems to the transmission and substation system as well as facilities building modifications for the Company.
Senior Construction Administrator Responsible for the day to day administration and coordination of capital and maintenance construction projects assigned to the Project Construction Department requiring a considerable degree of independent judgment and individual action.
Engineer - O&R Performs civil engineering work in the transmission, substation, and facilities engineering disciplines. The work involves the design and application of utility grade, transmission, substation, systems to the transmission and substation system as well as facilities building modifications for the Company.
Principal Surveyor Supervises and directs the surveying activities in areas pertinent to Company assignments.
Electric Equipment & Project Engineering
Section Manager Manages engineering work in the engineering discipline requiring considerable individual judgement. Involves the design and application of utiity grade facilities to the transmission and substation system for the Company. Supervises those engineers assigned in the group.
Senior Engineer Performs electrical engineering work in the Substation engineering discipline requiring considerable individual judgment. The work involves the design and application of Utility grade substation systems to the transmission and substation system for the Company.
Principal Engineer Performs electrical engineering work in the Substation engineering discipline requiring considerable individual judgment. The work involves the design and application of Utility grade substation systems to the transmission and substation system for the Company.
Supervisor Provides supervision guidance and coordination for the production, maintenance and records retention of all O&R Electric Transmission, Distribution, Substation and facility drawings and equipment vendor documentation. Provides support to electric operations by overseeing the provision and maintenance of reference files at substations. Supports System Operations by maintaining Transmission and Distribution System Diagrams, Substation One Lines and Electric and Gas Transmission system maps. Provides support to the Transmission and Distribution planning process through the production of maps and one lines as requested. Provides support to Gas Engineering in the production and maintenance of O&R gas facility drawings and records retention. Coordinates Design/Drafting efforts provided by contractors to the Gas and Substation/Transmission Engineering departments.
Associate Engineer Responsible to execute technically and economically, sound assignments with respect to complex transmission an distribution station projects and lines and their design, construction and in service operation.
Performance and Operational Engineering
Chief Engineer - O&R Plans, controls and manages the Performance and Operational Engineering Department that investigates, evaluates, implements, and maintains cost effective emerging technologies while also providing system reliability analysis and reports, and geographic information for both the gas and electric infrastructure.
Senior Engineer - O&R Supports existing computer based operating systems including Outage Management, Distribution Automation, Distribution Management and Mapping. Investigates emerging technologies for applicability to O&R systems.
Principal Engineer Supports existing computer based operating systems including Outage Management, Distribution Automation, Distribution Management and Mapping. Investigates emerging technologies for applicability to O&R systems. Administers the Outage Management system, which includes establishing user security, maintaining system training manuals, providing initial and refresher training, coordinating infrastructure maintenance and enhancements.
Section Manager Manages projects, which provide support primarily for Electric Operations and Engineering and to a lesser extent other corporate areas as well. These projects will involve Research and Development projects as well as applied technology projects. Acts as a liaison to the NYPSC, NJBPU, and PAPUC with respect to electric reliability and electric distribution issues.
Senior System Analyst Supports the infrastructure of computer systems that are developed and maintained within the Performance & Operational Engineering Department. Performs analysis of computer and work processes. Performs system testing and problem determination.
Manager Manages and directs the operation of the Line Technical Services department.
Technical Supervisor Supervises and directs the personnel of the Line Technical Services group. Provides direction for the design, estimate and layout of electric and gas distribution work orders; conducting, as assigned, studies in the Operations Department such as rate, underground, etc.; participating in forecasting and scheduling the work activities of the Underground and Overhead Line Departments.

Chief Engineer - O&R Provides technical and administrative direction to Electrical Engineering and Line Technical Services in performance of all engineering activities associated with supporting the Company. Assists in providing the Company with safe, efficient, reliable, economical, and environmentally excellent distribution facilities.

Field Engineering Representative Prepares plans and specifications for primary underground electric installations up to 35KV, on private property, to include location of primary cable, transformer(s), switchgear and metering equipment. Reviews customer site plans, architectural and electrical drawings, for compliance with all Company and National Electrical Safety Code requirements. Field inspects customers electrical installations to assure compliance with all O&R Standards, National Electrical Code and National Electrical Safety Code requirements prior to energization.
