O&R's Winter to Manage O&R's Community Relations

PEARL RIVER, NY January 14, 2008 — Orange and Rockland Utilities, Inc. has promoted Neil L. Winter, Jr., a 20-year company veteran, to the post of Section Manager – Public Affairs, where he will manage all of the electric and gas utility's community relations efforts.

In his new position, Winter, 45, will develop, plan, implement and manage community relations activities to promote awareness and understanding of Company policies, programs and procedures, both within the Company and its subsidiaries, and among the general public. He also will manage the liaison activities between the Company and the community's public officials.

Tom Brizzolara, O&R's Director – Public Affairs, said, "Neil is an effective manager, a skilled organizer, a tenacious advocate and a talented community relations professional. He is a gifted, effective problem solver who knows the community as well as he knows the company."

Since joining O&R in 1987 as a part-time Customer Service Representative, Winter, who was born and raised in Suffern, has assumed a variety of duties with increasingly greater responsibility. Winter worked for seven years in the Conservation Services Department where he administered a number of programs designed to help consumers use energy more wisely and save money.

In 1996, Winter became Manager of Corporate Programs, where he oversaw O&R's philanthropic programs, including the Company's perennially successful annual United Way campaign. In 2000, he moved to the Community Relations Department where he became the manager responsible for liaison with Rockland County. In 2005, he was named Senior Manager – Community Relations.

For the past seven years, Winter has served as a Little League baseball, basketball and soccer coach in Monroe, where he lives with his wife Jackie and the couple's two children, Dylan and Nicole.

Winter, who holds an Associate's Degree in Science from Rockland Community College and a Bachelor of Arts Degree in Environmental Studies from Ramapo College of New Jersey, is the past president of the Spring Valley Rotary Club, a board member of the United Way of Rockland County and a member of the Junior Achievement of the Hudson Valley's Advisory Board.
