Joan Jacobs is Director of Human Resources Support Services and is responsible at Orange & Rockland for planning and directing the activities and operations of the HR Service Center, HR policy and communications, and for ensuring that appropriate human resources policies are in place to deliver quality services and programs to O&R. She was formerly Con Edison's Director of Equal Employment Opportunity Affairs.

After joining Con Edison in 2001, Ms. Jacobs worked as a Labor Relations Administrator, where she was responsible for representing Con Edison in arbitration proceedings and labor negotiations. She holds a law degree from the University of Windsor and a Bachelor's Degree in history and political science from McGill University.
