On July 23, 2001, the New York Public Service
Commission issued Opinion 01-03, approving policies and data standards for the implementation of electronic
data interchange (EDI) in New York State to support customer retail access.
This Web site will serve as a central location for ESCO/Marketers to obtain information about implementation
of EDI in Orange & Rockland's service territory. Upon implementation of EDI transactions at O&R, all
ESCO/Marketers participating in O&R's service territory must be EDI certified by O&R by completing Phase
III EDI testing. Testing activities include the exchange of connectivity information, submission by the
ESCO of a Statement of EDI Readiness, Connectivity testing and transaction set testing. These activities are
detailed in the links below.

Readiness – All ESCO/Marketer's are required to sign and submit an original copy of
the Statement of EDI Readiness to O&R, prior to Phase III certification testing.

Supplemental Guidelines – Supplemental Guidelines, developed by O&R, provide additional
information about specific data segments in each transaction and O&R's use of conditional and optional
