How to
Become an Electric Generation Supplier (EGS)
Companies applying for authorization to become an EGS in the Pike County
Light & Power (PCL&P) territory must:
- Satisfy the Pennsylvania Public Utility Commission (PAPUC) licensing
requirements to be an EGS.
- Become a customer of the New
York Independent System Operator (NYISO) or establish a verifiable
agreement with an authorized NYISO customer and submit written authorization.
- Submit two original signed copies of the current EGS
operating agreement found in the O&R Retail Choice Operating Procedure.
- All EGS participating in PCL&P's service territory must be Phase
III certified with Orange & Rockland Utilities, Inc. In order
to be Phase III certified you must complete Connectivity
testing and Transaction Set testing. For more information, please

- Complete the Consolidated
Billing Agreement.

Primary Service customers that are not eligible to participate in the
Opt Out Aggregation Program initiated in PCL&P's service territory
