How to Become a Firm Gas Marketer

Companies applying for Service Classification No. 11 Transportation Receipt Service must follow the steps below. Those applying for Service Classification No. 13 should refer to the Gas Sales and Transportation Operating Procedures (GTOP) [pdf] for instructions.

  1. Satisfy the eligibility requirements of the New York State Public Service Commission (PSC).
  2. Submit a Qualified Marketer Service Application form. This can be found under the forms section of the Gas Sales and Transportation Operating Procedures (GTOP) [pdf]. Marketer should submit a copy of the PSC certification letter with the completed application.
  3. Submit the Capacity Release Agreement.
  4. Upon implementation of EDI transactions at Orange & Rockland, all ESCO/Marketers participating in O&R's service territory must be Phase III certified. In order to be Phase III certified you must complete Connectivity Testing and Transaction Set testing with O&R and submit a Statement of Readiness. For more information, please visit EDI.
  5. Complete the Consolidated Billing and Assignment Agreement and the Affidavit for Consolidated Billing Service if you intend on issuing separate invoices.
  6. Complete the Supplement to Consolidated Billing and Assignment Agreement if you intend to participate in O&R's PowerSwitch program.
