New York State Affordable Multifamily Building Energy Efficiency Program

Affordable multifamily buildings with five or more residential units may qualify for energy efficiency incentives up to $1,200 per dwelling unit.

We're offering incentives for the installation of energy efficient equipment and technology, so you can reduce overall energy use and maintenance costs, while increasing operating efficiencies and improving tenant comfort. Efficient buildings also release fewer carbon emissions, providing a big boost toward New York State’s ambitious climate goals.

This program is a combined effort of the Joint Utilities of New York—a coalition of utilities operating across the state, including Con Edison, Orange & Rockland, Central Hudson, National Grid, National Fuel Gas, NYSEG/RG&E and New York State Energy Research and Development Authority (NYSERDA). O&R supports enrollments from customers in Rockland, Orange and Sullivan Counties, who have either electric and/or gas service with us.

Who can participate?

Participation is limited to property owners or managers of affordable multifamily buildings with five or more residential units. Affordable multifamily housing is defined as buildings that have regulatory agreements with a housing agency or in which at least 25% of the units are, or are expected to be, occupied by households earning not more than 80% of Area Median Income or State Median Income, whichever is greater.

Supporting documentation, such as regulatory agreements or mortgages from housing agencies, must be provided. View a full list of accepted documentation.

Program Pathways and Incentives

Your pathway will be determined based on your project’s point score. Projects with 100 points or more are eligible for the Comprehensive Pathway, while projects under 100 points are eligible for the Non-Comprehensive Pathway. Comprehensive Pathway: ≥ 100 Points

Featuring greater incentives allowing for more dramatically improved energy efficiency, the Comprehensive Pathway is for more intensive retrofit projects across multiple building systems, such as heating and cooling, insulation, and lighting.

Any project that accumulates 100 or more total points qualifies for Comprehensive Pathway incentives. Incentives are provided on a dollar-per-dwelling-unit basis with two tiers of incentives based on the project’s total points.

To qualify for Comprehensive projects, you must complete an energy audit with an approved Energy Provider before work on the project begins*. Your Energy Provider can help you identify energy efficiency opportunities and determine the initial scope of work. The program covers up to 75% of the costs associated with these audits by providing:

  • A 50% cost share when the audit is completed
  • An additional 25% when the building proceeds with a comprehensive energy retrofit

Non-Comprehensive Pathway: <100 Points

If you’re interested in completing smaller projects that do not reach 100 points, your incentives will be determined by the equipment installed and/or energy savings. Energy audits are not required for these projects and there is no minimum points threshold per project.

If your building has recently gone through an energy audit, they may be exempt from this requirement. Examples of eligible audits include ASHRAE Level I, ASHRAE Level II, or an Integrated Physical Needs Assessment (IPNA).

**You can also select contractors that are not part of our participating contractor network.
